Who is She?

I know this looks totally like I'm some obsesed freak or something. I'm not. This is just something that I have been wondering about ever since I stumbled over these scans. I don't plan on doing anything, I just want to know who this is. I haven't been able to find anything on her, so your help will be appriciated.
